The jump from one-digit to two-digit divisors is the largest single step in fifth grade arithmetic. With a one-digit divisor a student can recall the multiple; with 17 or 23 they have to estimate, test and adjust. That is a genuinely new habit, and it is why this standard takes longer to secure than its wording suggests.
